Wont t sync

I have the right device, the right iOS and everything, bluetooth is turned on etc. but it still wont sync and it keeps saying my bluetooth is not on when it actually is. I turned it off and then on again and still, it wont sync. I turned my phone off, then on again, turned my bluetooth back on, opened th app, tried to sync again and still nothing. Whats up with that? I hop that my mom who bought this for me can get her money back becuase this whole set up stinks.
